Improving local government administration through use of ICT information systems
Economic Development Advisory Council established in Elbasan

April 17, 2018 – USAID’s Planning and Local Governance Project, in partnership with the Ministry of Finance and Economy organized on April 17, the national conference “The Law on Local Self-Government Finance – One Year Later”, with the participation of Mayors of all municipalities of Albania, local government associations, the Agency for the Support of Local Self-Government, civil society and donor community.

This event provided an excellent opportunity to celebrate the achievements in the first year of the implementation of this very important law, constituting a major milestone in Albania’s decentralization process, and to promote intergovernmental dialogue on lessons learned and next steps necessary to improve the financing of municipalities.

The Minister of Finance presented the Law’s major achievements, such as the increase of local revenues from the unconditional grant and shared taxes by 37% when compared to the historical average of the past 10 years and recognized this as an important opportunity to enhance the autonomy of local governments, promote capital investments and local economic development.

While recognizing these achievements, the minister engaged in an open discussion on next steps, responding also to mayor’s concerns about the adequacy of the fiscal equalization system and the property tax reform.
