Action Planning Workshop with the Municipality of Fier
National Round Table “Law on Local Self-Government Finance – One Year Later”

March 29, 2018 – USAID’s Planning and Local Governance Project organized a workshop with tax and finance experts from our partner municipalities on “Improving local government administration through use of ICT information systems”, to improve and encourage usage and demonstrate best practices in using their Finance Administration Information Systems (FAIS).

Tax experts from the Municipalities of Kuçova and Patos presented their positive experiences in preparing new reports on financial management for submission to the Ministry of Finance and discussed the main issues partner municipalities face preparing these reports, and demonstrated how the new PLGP supported FAIS tool allows for easy procedures to prepare these reports.

The event included a presentation on the implications of implementing the Law on Local Self-Government Finance (LGFL) and its new and strengthened requirements on budget preparation, implementation, reporting, monitoring and auditing and a discussion on critical issues that still need to be addressed through different bylaws to be prepared by the Ministry of Finance and Economy (MoFE).

As part of PLGP’s efforts to support the MoFE improve and stabilize the financing scheme for the decentralized preschools function, PLGP’s international expert Tony Levitas discussed key issues the group faces in implementing this important function, from both a legal and financial point of view, and presented the key challenges facing the MoFE and the Ministry of Education with the specific transfer for education.
