USAID’s Planning and Local Governance Project and Ministry of Finance and Economy are jointly delivering training sessions on the New Methodology on Property Tax on Buildings.
In response to municipal requests for clarification on the new methodology, PLGP partnered with the MoFE’s General Department of Property Tax in convening a training with 37 managers and representatives of Tax Departments from 18 municipalities to present the new methodology, receive direct feedback from municipalities on their concerns, and share lessons learned and good practices in applying the new law on property tax on buildings.
The training was very well attended and participants were eager to learn more about this new, challenging methodology. The training resulted in improved understanding of local tax administrators on the recent legal changes on the property tax on buildings, identified local governments’ needs for future training and technical assistance, as well as improved dialogue and consultation between local government units and MoFE on the implications of the property tax reform.
In the coming week, PLGP in cooperation with MOFE – General Department of Property Tax, is organizing two more training sessions in Lezha and Fier with representatives of the remaining 43 municipalities.
