April 4-5, 2018 – USAID’s Planning and Local Governance Project and the Municipality of Fier initiated the process of preparing an action plan to improve services related to irrigation and drainage. The need for improvement of these services was identified through the survey conducted last month with citizens and municipal staff. Around 35 municipal staff (irrigation and drainage dept., agronomists from administrative units, and tax dept.) were present and participated in lively discussions in conducting a Strengths/Weaknesses/Opportunities/Threats (SWOT) analysis and identifying activities for the action plan through the process of advanced participatory methods.
This action plan development process is part of QSIP methodology – a focused, concentrated campaign to improve service within an institution aimed at creating a “service culture” within local government.
